Phase 9.5: Project workspace UI

New issue

Release v0.10.0. When you open a project, Postak shows a project workspace: navigation for that project, a home page with a card for each section, a getting-started prompt until the project has a sender, project settings, and a System info page for the administrator. Postak's own clean-room design (own layout, wording, icons); not a copy of another product's UI. Each issue ships with frontend tests.
