Today: a project's name can't be changed. Deleting a project is an API call with no UI.

Plan

PATCH /projects/:id with { name }, owners only (403 for members, 404 for non-members), with validation (1–100 characters).
Settings page (/projects/:id/settings):
- rename the project
- a danger zone to delete the project, where the owner must type the project's name to confirm
- for members, the page is read-only with a note that only owners can change it

Done when

e2e tests cover rename permissions and validation.
Component tests cover the rename, the delete confirmation, and the read-only member view.
