Part of #19.

Goal

Set the look once per template and have every block follow it unless a block overrides it.

Requirements

Theme settings: body and heading font, base text size and colour, link colour, page and content background, content width, default button style (colours, radius, border).
Blocks inherit theme values unless overridden in the style panel.
Saved brand colour swatches, shown in every colour picker.
Fonts: email-safe font stacks by default; optionally one Google Font, always output with a safe fallback stack.

Acceptance

Changing a theme value updates every block that hasn't overridden it, and leaves overridden blocks alone.
Swatches persist and appear in all colour pickers.
With a Google Font chosen, clients that don't load web fonts show the fallback font.
