Delivered in v0.6.0.

Scope

Templates UI: create, edit, delete
Forms UI: create single/double opt-in forms, shows the public submit endpoint
Template picker in the campaign composer
Jest + ts-jest unit tests: renderer (merge, interpolation, Markdown, pixel, link rewrite) and rate math; 14 tests
Rate calculation extracted to a pure rate() helper
Production build excludes *.spec.ts

Verified: 14/14 unit tests passing; templates and forms created through the UI's endpoints.
