Today: open and click tracking is always on, and there's no "view in browser" link.

Plan

Per campaign: Enable click/open tracking, on by default. When it's off, there's no pixel and links aren't rewritten, and the report says that opens and clicks weren't tracked.
Public link, off by default. A sent campaign gets a web view at /c/:publicId with an unguessable id. It is rendered with neutral contact data, never a real recipient's, and has no tracking.
{{ web_view_url }} placeholder for a "view in your browser" link.
Campaigns that were already sent keep their current behaviour.
Needs a migration (trackingEnabled and publicId on Campaign).
