Only the backend has tests. The React app has none, so UI regressions (for example the segment builder sending a malformed rule) aren't caught.

Plan: Vitest + Testing Library for segmentRules.ts (toFilter/fromFilter round-trip) and key pages; run in the frontend Docker build or a frontend-test compose service.
