Message.bouncedAt and complaintAt exist but nothing sets them, so reports always show 0 bounces and complaints.

Plan: receive SES notifications via SNS (HTTPS endpoint, verify SNS signatures), match by providerMessageId, stamp the timestamps, and mark hard-bounced / complaining contacts so they're not mailed again.
