Problem: a campaign could reference a sender, template, or segment belonging to another project. Send looked them up by ID only.

Fix: references are validated against the campaign's project on create, update, and send (400 otherwise).

Tests: e2e "rejects campaign references that belong to another project".

Fixed in v0.7.0.
